Terror and Virtue is the Crisis Revolution event. Execute all dignitaries from the players. Also, set the capital value to 0 and increase the price for bribery and operations by 1. In return, you can flip the tokens.

Tips and Tricks

Here are a few tips that may be helpful:

Triggers the event to remove dignitaries from the game who are bothering you.
The increased price of cards prevents players from buying them. So you benefit more if you have a lot of resources.
The event sets the capital value to 0. Keep this in mind if you want to trigger the crisis.
