Reign of Terror

The Reign of Terror combines all three mechanics of tyranny. Harvest in Phase I, otherwise the Ascendant will take one victory condition from you. He also enacts a random law every Phase III and demands a tribute from you in Phase IV, but also rewards you in return for the tribute.
