You can acquire them in Phase II during the dignitary auction, with each player allowed to hold a maximum of one dignitary.

Dignitary effects are unique and, above all, special. Therefore, adapt your strategy to the dignitary situation.
Be careful to bid for dignitaries if they would jeopardise your game. The wrong dignitary in the hands of others could harm you.
In a multiplayer game, it is virtually impossible to keep track of all players’ dignitary effects. Just remember the ones that can directly influence you.
