How the effects are used:
Order Contacts: You pay 2 less capital when purchasing Syncanite.

Construction of the Aszevar: You may pay 150 capital to unlock Aszevar Pre-emptive Strike (the following effect) once per cycle.

Aszevar Pre-emptive Strike: Choose a player. Either halve their armies or make them discard 2 victory conditions.

Here are a few tips that may be helpful:

Acalon is an extremely special dignitary, as he actually only has two effects. One of the effects is also difficult to unlock.
To make use of Acalon’s effects, it is best to activate Monopoly to generate capital.
The Aszevar pre-emptive strike allows you to win easily against tyranny or even in war.

Can I use multiple pre-emptive strikes in a cycle?

Yes, you can unlock one pre-emptive strike per cycle for every 150 capital. For example, for 450 capital, you could use 3 pre-emptive strikes.
