How to use the effects:
Creative List: In I, whenever someone outbids or attacks you, discard one of their armies.

Boundless Cutting: In II, you may once ask another player to give you one of their cards from their hand. You may once during the entire game say that you do not like the card and ask for a new one.

Quick Harvest: In II, you may make a transaction at any time.

Tips and Tricks

Here are a few tips that may be helpful:

Jannis is a dignitary who does not specify a particular direction. He is therefore generally applicable.
Creative List is a passive defensive ability that you should use in I as a threat and reminder that players should not outbid you.
Use Harvest Quickly to make an unexpected transaction at the end of II. For example, you can unexpectedly buy Foundation shares, and because it is the end of the phase, no one else can buy any more shares.
