How to use the effects:
Gunboat diplomacy: In II, you can demand one capital per army from each player who possesses one. If they do not pay by the end of phase II, they lose a victory condition.
No prisoners: In I, every time you outbid a player, one of their armies is destroyed. If war is active, you receive an additional die for your roll.
Ultima Ratio: Twice per cycle, you can pay 4 Syncanite. Then select a field and permanently set its yield to 0 using the token. Also, destroy all armies and discard the field card.
