The conspiracy is powerful because it either doubles the crisis value or even allows a voting card to be postponed.
How is it played: The conspiracy can be played in two ways. If you play it face down as a vote under a law, it causes the crisis value of the law to be doubled. This means that a law with a crisis value of 4 increases the crisis by 8 if it is passed.
You may also play the card face up during the entire Phase III (including during the counting) and thus move a voting card from one law to another. This only applies to thumb cards.
