Cake is a powerful card in Phase III. It can reverse the outcome of a vote in Phase III.

How to play it: Play this card face up before or during the counting of votes, or face down in a vote. This will turn all thumbs up into thumbs down and vice versa.

You can also wait until the vote on the bill has been held to see whether the card is necessary.
You can also play this card face up on a law to influence the cards played on that law.
