Cannon Fodder-Forced Recruitment

Cannon fodder conscription is a law of war. It requires 10 capital from each player in every phase II. If this fee is paid, the player receives 5 armies. If it is not paid, they lose 50% of their armies. The strategist is exempt from the fee.

This law greatly favours the strategos, as they are exempt from the fee and therefore receive five free armies in each phase II.
If you are the only player with capital at the table, this law can be useful for weakening your opponents’ military or economic position, as they will either have to sell resources or lose armies.
