Prosperity for All is a monopoly law. In II, all players receive 10% of the capital they own. The magnate even receives 30% of his total capital. In addition, when the law is activated, each market is filled with 4 resources.

Prosperity for All makes you all richer. However, players with a lot of capital are rewarded more than those with little capital. So play by the rules if you are wealthy.
