Play this card immediately. Immediately trigger the Crisis Triage and double the fees for Humanitarian Donations for all players. If the Triage crisis was already active, apply ‘Supply Crisis’ again and receive the resources discarded as a result. If the Triage crisis was not active, trigger ‘Supply Crisis’ in the same way as described above. You win if 2 of the 3 markets contain at least 15 resources at the same time.
