Embezzlement

At first glance, this card seems unremarkable, as it appears to help everyone, but it is more powerful than you might think. Emptying the markets almost always causes a crisis.

How to play this card: With this card, the outcast can force all players to steal resources from the markets. This is done in player order. When it is your turn, choose a resource and steal 5 of it from the respective market. If there are fewer than 5 available, you only receive the available resources. You can also choose an empty market, but then you will receive nothing. Alternatively, everyone except the pariah can force players to exchange armies for capital. To do this, each player must pay at least one army and may steal 10 capital per army.

Tips and Tricks

Here are a few tips that may be helpful:

  • You should play this card especially if you are early in the turn order. Then you can still freely help yourself at the markets.
  • Use this card to trigger tyranny and triage. As players are forced to steal from the markets, one of the crises is sure to be triggered.
  • You can also use the card to prevent a player from winning with triage, because if you empty all markets, it becomes more difficult to end the crisis.
  • The All effect is helpful for winning a monopoly, especially if you have a lot of armies, because it allows you to steal the last capital you need for a Foundation share. Wait until the last transaction round so that no player can buy additional shares.
